One of the most used methods of housebreaking is with the use of
paper. You need to cover the entire floor of the room you are keeping
your pup in. Use several layers and replace any soiled with fresh as
soon as it is discovered.
After 3 days remove some of the papers from one of the corners of the
room. If your puppy chooses this area to defecate or urinate tell him
"No" and place him back on the paper.
For this to work effectively you must catch him doing it. Westie pups
will not understand what you are trying to teach them if discovered
minuets later. Simply clean up the mess and be ready for the next time.
As your puppy learns to use the paper, gradually remove some more of
the covered floor until only a small area of a few sheets are left. Let
your puppy use this paper while you are teaching him to go outdoors.
When your puppy seams to be understanding that outdoors is the
correct place, remove the paper but watch for any signs that he needs to
go out. He may look for the papers, or start turning in circles while
sniffing the ground. He needs to be let outside immediately.
